St. Clair County is presently in the preliminary engineering phase to improve Frank Scott Parkway East/Thouvenot Lane from Old Collinsville Road to North Green Mount Road. This project is tentatively scheduled for construction in 2021. The proposed improvement generally consists of widening Frank Scott Parkway East/Thouvenot Lane beginning at Old Collinsville Road and continuing East to North Green Mount Road. The proposed widening will provide two through lanes of traffic in each direction and a bi-directional center left turn lane. An aerial view showing the limits of the proposed improvement and a typical section of the proposed roadway is shown below (A similar improvement was recently completed between Route 159 and Old Collinsville Road). 

It is the policy of the Illinois Department of Transportation (IDOT) and St. Clair County to provide all interested persons an opportunity to become acquainted with highway proposals of concern to them and to express their view at those stages of a proposed project when the flexibility to respond to those views still exists.
