Community Services Group

is a federal program that is managed by the St. Clair County Intergovernmental Grants Department through a management agreement between St. Clair County and the St. Clair County Community Action Agency.

The CSBG program offers a broad range of assistance for individuals and families that meet the program eligibility guidelines. Interested residents are encouraged to call for complete program details.

The CSBG program provides emergency assistance to eligible individuals or families that have experienced unforeseen hardships that are not self-inflicted such as: significant reduction in hours worked; unpaid medical leave, layoff due to lack of work; or othercircumstances approved through a CSBG assessment. Contact Community Services for initial phone assessment. Appointments are scheduled to further assess need, if necessary.

Services include, but are not limited to:  
  • Rent and Mortgage Assistance: Must be at least 30 days in arrears and no more than 2 months in arrearage. Bond for deed contract /agreement and Section 8 or public housing will not be eligible.
  • Dental and Prescription Assistance: Provide access to quality dental assistance for eligible persons without or limited health insurance coverage. The medical assistance may include dental care, denture assistance and prescription assistance.
  • Hot Water Heater Repair or Replacement
  • Scholarships
  • Food
Eligibility Requirements:
  • Current Illinois Driver’s License or state I.D.
  • Social security Cards for all household members
  • 30-day income for all household members
  • Proof of residency: Current lease and occupancy permit, warranty deed or mortgage statement
  • Proof of hardship must be provided
  • Other documentation will be required

Eligibility for the Community Services Block Grant (CSBG) program is based on the Federal Poverty Income Guidelines (200% of the poverty threshold) that is annually adjusted by the United States Department of Health and Human Services.

The Weatherization Program provides low-income families with a grant for labor, materials, and installation needed to weatherize their home, or to make furnace repairs or replacement. The Weatherization Program is NOT currently accepting names for the waiting list. 

 

Heating Assistance Program

Beginning September 1, 2021, the St. Clair County Community Action Agency will be accepting applications for energy assistance through the Low Income Home Energy Assistance Program (LIHEAP) for eligible residents. The program will end May 31, 2022. The Percentage of Income Payment Plan (PIPP) is open for new enrollees until March 31, 2022. The furnace assistance program is open to eligible homeowners until April 30, 2022.

The LIHEAP helps eligible low-income households pay for winter energy services. LIHEAP provides a one-time benefit to eligible households for use towards energy costs. The benefit amount is based on four criteria: income, household size, fuel type, and geographic location.

Furnace Assistance: If your household is LIHEAP eligible and your heating system is inoperable or determined to be unsafe, Furnace Assistance may be available.

The Percentage of Income Payment Plan (PIPP) program is available for LIHEAP eligible households who are current Ameren customers.  Under PIPP, you will pay a percentage of your income, receive a monthly benefit towards your utility bill and, a pre-program balance reduction for every on-time payment you make.

  • Applicant Disclosure Form
  • Resource Referral Page
  • Program Application
  • Valid photo ID for head of household/applicant
  • Proof of Social Security numbers or Individual Taxpayer Identification Number (ITIN) for all household members.
  • Proof of income for the past 30 days for ALL household members
  • Proof of SNAP benefits (if applicable)
  • Each household member 18 years and older who has NO income must complete the enclosed Zero Income Affidavit form and submit ONE of the following documents:
    • Register/login with Illinois JobLink at illinoisjoblink.com. Print the Contact Information Page and Work Search Record Page
    • Current school schedule or proof of enrollment letter
    • Denial letter for Social Security benefits, Unemployment Compensation benefits, or Workers’ Compensation benefits
    • Proof of application from the Department of Human Services program(s) such as cash (AABD/TANF/GA), Medical Assistance, and/or food stamps (SNAP).
  • Current gas, electric, propane bill
  • Proof of current residency (lease, rent receipt, occupancy permit)
