Community Services Group

is a federal program that is managed by the St. Clair County Intergovernmental Grants Department through a management agreement between St. Clair County and the St. Clair County Community Action Agency.

The CSBG program offers a broad range of assistance for individuals and families that meet the program eligibility guidelines. Interested residents are encouraged to call for complete program details.

The CSBG program provides emergency assistance to eligible individuals or families that have experienced unforeseen hardships that are not self-inflicted such as: significant reduction in hours worked; unpaid medical leave, layoff due to lack of work; or othercircumstances approved through a CSBG assessment. Contact Community Services for initial phone assessment. Appointments are scheduled to further assess need, if necessary.

Services include, but are not limited to:  
  • Rent and Mortgage Assistance: Must be at least 30 days in arrears and no more than 2 months in arrearage. Bond for deed contract /agreement and Section 8 or public housing will not be eligible.
  • Dental and Prescription Assistance: Provide access to quality dental assistance for eligible persons without or limited health insurance coverage. The medical assistance may include dental care, denture assistance and prescription assistance.
  • Lice Kits: For K-12 grade students must be referred by school or physician.
  • Child care Co-pay: Families cannot be more than 2 months behind in payments. Applicant must provide proof of hardship.Child care providers must be licensed by a program approved by the State of Illinois.
  • Hot Water Heater Repair or Replacement
  • Limited Automobile Repair/Payment
  • Scholarships
Eligibility Requirements:
  • Current Illinois Driver’s License or state I.D.
  • Social security Cards for all household members
  • 90-day income for all household members
  • Proof of residency: Current lease and occupancy permit, warranty deed or mortgage statement
  • Proof of hardship must be provided
  • Other documentation will be required

Eligibility for the Community Services Block Grant (CSBG) program is based on the Federal Poverty Income Guidelines (125% of the poverty threshold) that is annually adjusted by the United States Department of Health and Human Services.

The Weatherization Program provides low-income families with a grant for labor, materials, and installation needed to weatherize their home, or to make furnace repairs or replacement. The Weatherization Program is NOT currently accepting names for the waiting list. 

 

Heating Assistance Program

Low Income Home Energy Assistance Program (LIHEAP) will be offered until May 31, 2020 or until funding is exhausted. Appointments are made in accordance with “Priority Periods”.

LIHEAP and PIPP appointmentswill begin on October 1, 2019 for seniors 60 (sixty) or over and/or residents that are disabled.

Beginning November 1, households with children under the age of 6 (six)and households that are disconnected will be served.

All other qualified households will be eligible to apply beginning December1st.

Required Documentation:

  1. Proof of income from all sources for every household member for the thirty (30) day period beginning with the date of application(if your payday falls on the day of your appointment; you must bring in that check stub). If the applicant has no income, the applicant must present a current Illinois Job Link from the local Illinois Department of Employment Securityoffice (IDES).  The applicant must also complete a Zero Income Affidavit at the time of their appointment.  All persons 18 and over who reside in the household, that have zero income must show current proof of in-school status or provide a current Illinois Job Link. 
  2. Proof of age.
  3. Proof ofreceiving disability income from the Social Security Administration, if applicable.
  4. Current Illinois picture I.D. for the head of household and/or an applicant living in the household.
  5. Social Security cards for all household members (paper cards only).
  6. All pages of the current gas and electric bill in the name of the applicant and/or household member.
  7. Medical insurance - Medicare, Medicaid, Red, White & Blue, Molina, Harmony, Meridian, etc.
  8. Current rent receipt and/or lease agreement.  No cancelled checks or money order receipts will be accepted as validrentdocumentation.
  9. Proof of home ownership is required for furnace applicants only.
