The Community Services Block Grant (CSBG)

is a federal program that is managed by the St. Clair County Intergovernmental Grants Department through a management agreement between St. Clair County and the St. Clair County Community Action Agency.

The CSBG program offers a broad range of assistance for individuals and families that meet the program eligibility guidelines. Interested residents are encouraged to call for complete program details.

The CSBG program provides emergency assistance to eligible individuals or families that have experienced unforeseen hardships that are not self-inflicted such as: significant reduction in hours worked; unpaid medical leave, layoff due to lack of work; or othercircumstances approved through a CSBG assessment. Contact Community Services for initial phone assessment. Appointments are scheduled to further assess need, if necessary.

Services include, but are not limited to:  

  • Rent and Mortgage Assistance: Must be at least 30 days in arrears and no more than 2 months in arrearage. Bond for deed contract /agreement and Section 8 or public housing will not be eligible.
  • Dental and Prescription Assistance: Provide access to quality dental assistance for eligible persons without or limited health insurance coverage. The medical assistance may include dental care, denture assistance and prescription assistance.
  • Hot Water Heater Repair or Replacement
  • Scholarships
  • Food

Eligibility Requirements:

  • Current Illinois Driver’s License or state I.D.
  • Social security Cards for all household members
  • 30-day income for all household members
  • Proof of residency: Current lease and occupancy permit, warranty deed or mortgage statement
  • Proof of hardship must be provided
  • Other documentation will be required

Eligibility for the Community Services Block Grant (CSBG) program is based on the Federal Poverty Income Guidelines (200% of the poverty threshold) that is annually adjusted by the United States Department of Health and Human Services.

Weatherization Program

The Weatherization Program provides low-income families with a grant for labor, materials, and installation needed to weatherize their home, or to make furnace repairs or replacement. The Weatherization Program is NOT currently accepting names for the waiting list. 

 

Low Income Home Energy Assistance Program (LIHEAP) 

The St. Clair County Community Action Agency will be accepting applications for

energy assistance through the Low-Income Home Energy Program (LIHEAP) beginning

October 1, 2024 through August 15, 2025 (or until funding is exhausted).

Beginning October 1, the following households may apply for assistance:

  • anyone age 60 or older, or with a person who has a long-term disability, or
  • families with a child(ren) 5 years old or younger, or
  • households with disconnected gas/electric service or pending disconnection notices 

Beginning November 1, all other eligible households can apply for assistance.

LIHEAP Program Income Guidelines

 

                              Documents required to determine eligibility:

  • Copy of photo ID for head of household/applicant
  • Copies of social security cards for ALL household members
  • Proof of income for the past 30 days for ALL household members

 

*Households with members 18 years and older who have NO INCOME must complete a Zero Income Affidavit (in application packet) and provide ONE of the following documents:

    • Printout showing proof of receipt of SNAP/medical benefits from Department of Human Services (DHS)
    • Register with IL Joblink at illinoisjoblink.com. Print the “Contact Information” and “Work Search Record” pages
    • Current school schedule or proof of enrollment letter
    • Recent denial letter for social security, unemployment or workers’ compensation benefits
    • Proof of application for DHS benefits (ex. medical, SNAP or cash)
    • Current bill (gas, electric, propane and/or fuel oil
    • Proof of current residency (rent statement, lease, rent receipt, or occupancy permit)

                     Ways to get a LIHEAP application

  • Request a mailed application by calling (618)257-9246 from 9:00am – 4:00pm
  • Pick up an application in our lobby entrance at 19 Public Square, Belleville, Monday through Friday (except on holidays) from 8:30am - 4:00pm
