As part of the Police and Community Relations Improvement Act (50 ILCS 727/) officer-involved deaths are subject to an independent investigation and review.  Once that investigation is complete, all the reports and materials gathered during the investigation are submitted to the State’s Attorney’s Office.  At that point, it is the role of this office to review the law enforcement conduct leading up to the death of deceased individual and to determine whether grounds for a criminal case exist.  If the officer is not charged based upon the incident, then a findings letter is drafted and released.  The review by this office is limited to a review for potential criminal charges and our findings do not indicate the existence, or non-existence, of violations of administrative or departmental policy or civil liability.  In the interest of transparency, past findings letters are available below.
