Grants Committee Meeting April 10, 2019 M I N U T E S Members Present: Members Excused: June Chartrand Stephen Reeb, Chairman Willie Dancy Richie Meile Susan Gruberman Roy Mosley, Jr. Staff Present: Rick Stubblefield, Executive Director Jennifer Little, Executive Assistant/Special Projects Specialist June Chartrand called the meeting to order at 5:32 p.m. in the IGD Administrative Conference Room. Attendees rose and recited the Pledge of Allegiance. Mrs. Chartrand asked if there were comments from the public on the agenda. There were no comments. Upon a motion by Mr. Mosley and a second by Mr. Dancy, the minutes from the March 13, 2019 Grants Committee meeting were approved unanimously. Upon a motion by Ms. Gruberman and a second by Mr. Dancy, the minutes from the March 25, 2019 Special Grants Committee meeting were approved unanimously. Upon a motion by Mr. Dancy, and a second by Mr. Mosley, the letter from the Grants Committee Chairman to the County Board Chairman transmitting the payroll and expense claims for the month of March, 2019 was approved unanimously. Upon a motion by Mr. Mosley, and a second by Mr. Dancy, the Check Register Summaries for the pay periods in the month of March, 2019 were approved unanimously and placed on file. There were no questions concerning the Community Services Group and the report was placed on file. There were no questions concerning the Community Development Group and the report was placed on file. There were no questions concerning the Workforce Development Group and the report was placed on file. Upon a motion by Mr. Mosley, and a second by Ms. Gruberman, the Community Services, Community Development, and Workforce Development Group reports were approved unanimously and placed on file. Resolutions June Chartrand introduced a resolution authorizing the St. Clair County Board Chairman to prepare and submit a substantial amendment to the County 2015 thru 2019 Five (5) Year Consolidated Plan. Rick Stubblefield explained East St. Louis requested funds allocated in the 5 year plan for demolition be reallocated to public facility projects. Mrs. Chartrand asked if the demolition funds were environmental = Page 1 = funding. Mr. Stubblefield responded the funds are through the Community Development Block Grant. He added funds originally allocated for ten economic development loans are also being reallocated for infrastructure projects. He stressed funds have just been shifted as the city has changed their priorities. June Chartrand stated she was aware that St. Clair County Building and Zoning was having trouble coming up with demolition funding. Mr. Stubblefield explained this is separate CDBG funding allocated to East St. Louis. Mr. Dancy asked how much money was reallocated and if there is a list of addresses for projects not being funded. Mr. Stubblefield explained the 5 year plan is a prediction of future planned activities; the plan is then amended each year based on projects chosen by East St. Louis. June Chartrand asked if East St. Louis will be receiving less funding. Sue Gruberman responded no, funds are being moved from one project to another project. Mr. Stubblefield concurred and added projects were predicted 5 years ago and the City’s plans have changed. Mrs. Gruberman offered a motion to approve and Mr. Dancy seconded the motion. Mrs. Chartrand called for a vote to approve; the motion was approved unanimously. Old Business None New Business A. Director’s Report Rick Stubblefield stated LIHEAP completed 700 energy assistance grants through the Ameren outreach event held a couple of weeks ago; a total of 750 grants were completed in total at the event. Recipients each received a grant of $150 towards their energy bill in addition to receiving energy saving items such as light bulbs. The house funded by the Community Development Block Grant with the Belleville Community th Development Corporation is scheduled to be completed with a ribbon cutting on April 24 . Members are invited to attend. The Workforce Development Group has received the results from their annual fiscal and programmatic monitoring; there were no findings. Staff recently hosted an Apprenticeship 101 workshop. St. Clair County has become the go-to for workforce development in many areas; we are asked to speak at a number of events. The program serves five counties: St. Clair, Monroe, Clinton, Randolph, and Washington counties. Weatherization staff attended the National Home Performance Conference in Chicago last week. Staff attended workshops on topics including healthy home assessments, health & safety planning, radon & weatherization insulation in your ceiling, and more led by industry experts. They also had the opportunity to network with many other weatherization and home performance professionals from all over the United States. Mr. Stubblefield concluded that every group is busy, active, and is spending funds. Other Comments A moment of silence was held for Carol Clark.
