Property &Recreation Committee Meeting Minutes March 19, 2018 The Property & Recreation Committee of the St. Clair County Board met in the County Board Conference Room on March 19, 2018. The meeting was called to order by Chairman, Mrs. June Chartrand at 5:30 p.m. Members Present: June Chartrand, Chairman C. David Tiedemann, Asst. Roll Call was taken. There were no Public Comments made or Questions asked. A motion was made by Mr. Tieman and seconded by Mr. Westto approve the Meeting Minutes fromFebruary 20, 2018. Motion passed unanimously. Chairman Kern addressed the committee on Engelmann Park improvement and Bike Trail. We have talked along time about how to connect Engelmann Park with our Bike Trail. It is going to be completed to Scott and then to the Madison County Trail, DWM reminded us the proposal will help solve a couple problems. A restroom is needed somewhere along the route. At Engelmann the house is now empty and Brian Buehlhorn will be put in charge of the park operation out at the park and he would then clean the restrooms and make sure things are maintained there I think he will be doing that himself. Then also he will be able to keep an eye on the park. It is becoming an increasingly used park our concern is that stuff starts to happenout in the park. Our inspectors were sent out and it is very clear that we need about $20,000.00 worth of work done on the property. C h a i r m a n K e r n s a i d t h a t t h e y c a m e u p w i t h t h e idea that the Falling Springs Project would be approved at the County Board Meeting but it fell through, the property was sold to the quarry. The $400,000.00 for that project is available. We will take that and use it as a match for the MEPRD Grant. The MEPRD will not pay for work to the house but we could have the match to pay for the Bike Trail or some other part of that project. Mr. Tiedemann asked if a restroom would be built like the one done at Silver Creek Preserve the long black building so we are not looking at a Johnny on the Spot. Chairman Kern said that money has been allocated for the structure; it will cost $110,000 to $150,000.00 to build the structure. Everyone has learned that each time they build a restroom that it is the first thing that becomes vandalizes. So we can then turn the $400.000.00 into $500,000.00 and take care of the bathroom on the trail to Shiloh Station Road and possibly renovations to the house which we will be paying out part of the $400,000.00 share that the County has. The match will take care of all of our problems. = Page 1 = Mrs. Chartrand asked where will the Bike Trail connect. Chairman Kern stated the Bike Trail will connect to the parking lot and connects to the parking lot. It will run right by the restrooms to Shiloh Station Road to the trail. Mt Tiedemann said that the trail is now to the end of his property so they have bought around twenty one feet. There are repairing that in phases and they are working on it. This time next year there is going to be a sidewalk through the Shiloh area. Chairman Kern stated that that is a beautiful park. It is about 103 acres of land in the Engelmann’s Farm. Mr. Tiedemann said that there are people there in the park from dusk to dawn. Chairman Kern said we will have to put hours on this park it has a cemetery it is something we want to try to control. Someone who works for St. Clair County this will be part of his job description it will be required. Mr. Tiedemann said the good part is that visitor’s wild have to drive past the house that Mr. Buehlhorn will be living to get to the parking lot. A motion was made by Mr. Gomric and seconded by Mr. West to approve the Revenue Report. Motion passed unanimously. Mrs. Wren gave the Revenue Report. The check for the St. Clair County share has not been received. Last month the St. Clair County Share from MEPRD was $93,938.07. The Property & Recreation share of that amount was $50,788.91 and givescash balance as of today is $3,886,829.72 and this includes expenses in the amount of $12,004.17. A motion was made by Mr. Tiedemann and seconded by Mr. Sharkey to approve the Revenue Report given by Mrs. Wren. Motion passed unanimously. Reports given by Mrs. Wren are listed below: ? Mr. Norman Touchette: A copy of the report of visits should be in front of you for the various park sites. ? Silver Creek Preserve: Mr. Norm Touchette reported on February 22, 2018 that someone had tried to start a fire in the men’s restroom and they had cleaned it up. Mr. Isbell reported on March 19, 2018 that all is good at Silver Creek Preserve with the exception of four wheelers have torn up the grassy areas in the median. ? Trinity Services: Sarah of Mike Lowry’s office at Trinity reported on March 19, 2018 that the residents are still doing clean up at Silver Creek Preserve two to three days a week as weather permits. ? Engelmann Farm: The Electrical work has been completed on the one structure at Engelmann. Jarvis Electric Inc. submitted an invoice in the amount of $4,650.00 which was the amount that was approved. Invoice has been submitted for payment. ? St. Clair County Parks Grant Commission: The usual completion of projects, requests for extensions and payment of invoices for Cycle 23and 24 have been processed during the last month. ? 2017 Park Projects: The Authorization to Proceed letters and signed Contracts have been sent out on the various projects and we are waiting for the projects to move forward. ? Rhutasel and Associates, Inc.: Rhutasel and Associates, Inc. submitted an invoice in the amount of $6,000.00 for an installment on their Service Agreement with this Committee. The invoice has been submitted for payment. Mr. Pruett reported to the Property & Recreation Committee. = Page 2 = A motion was made by Mr. West and seconded by Mr. Mosley to approve the Reports made by Mrs. Wren and Tim Pruett from Rhutasel. Motion passed unanimously. Mr. West said that the other day Rock Springs Park in O’Fallon, Illinois was renamed to Rotary Park. St. Clair County has put quite a bit of money into improvements. The Rotary thanks St. Clair County. A motion was made by Mr. Sharkeyand seconded by Mr. Westto adjourn. Motion passed unanimously.
