Roll Call and Declaration of Quorum The roll was called and a quorum declared present. Vote: 4 0 yes no Motion Carried. = Page 1 = Page 2 – St. Clair County Animal Services (September 26, 2016) Open Comments: (All of the following questions were directed to James Jacquot, Director Animal Services, unless indicated.) Q: Unidentified: I wanted to say thank you, to Mark Kern and Jim for accepting the donation of Frontline for the animals and applying it. That really pleases us. Also agreeing to do vaccinations upon intake, once we raise the money. We are working on some fund raisers now. If anybody here is willing to help in a fund raiser, we are having a couple. The first one that we are doing will be a dog wash, on October 2, 2016. We are looking for people to help wash dogs, we accept kids for that, sixteen years and older. So if your kids like dogs, it’s a really fun thing to do, and they can use volunteer service with their school. The dog wash will be held at All Paws Inn. Q: Unidentified: I just want to let everyone know that as of last month myself and another person went to the animal control facility and was very impressed. If people are making comments without going there, then they should hold their tongues and just see exactly how nicely the place is run. It is clean, we were welcomed and I couldn’t find anything wrong. I think everything is running just fine the way it is. I was happy as an animal owner, that what you said there was three euthanizing instances this year for space. I think Jim is doing a good job, thank you for my board members at the end of the table, and I appreciate the time that you gave us. I think the more involved people get the better it is going to be. I thank you and if anyone has a question the two of us were at animal control, and I was impressed. A: Steve Reeb: Thank you for your comments. Jim, Cheri, and Chairman Kern are always working to improve animal control and that comes from ideals from all of you. Q: Unidentified: Where do we stand with the status of Chameleon A: We have started training; it is in the works now. We are going to have to change a lot of things that we do to a accommodate Chameleon. So that will take some time. We can only train one animal control officer and one office personnel at a time, because that is all we have. Q: Unidentified: How long does the training take. A: The first set of training was two hours. They trained in the data center. Depending on how well everyone picks up on it. Hopefully there is more training because they did have questions afterwards that need to be answered. Q: Unidentified: Based on the training that is going on so for, and what you are finding out, how long do you think it will take to make those changes. A: We have already started doing it. It is going to be a process, our intention is to be up and fully operational starting next year. Everything will be a soft start until the end of the year. We will figure out what we want to do with it, especially the report end of it. = Page 2 = Page 3 – St. Clair County Animal Services (September 26, 2016) Q: Where are we at with the feral cat issue? A: Mark Kern: We had a good discussion with Ledy. It is still a discussion, a lot of people think that the barn cat thing means you just put a cat in the barn and do not feed it. So we are going to have to come forth with some regulations, so when we start a program like that people understand that it isn’t just taking the animal. There is a certain amount of care. We are all for this discussion and moving forward. Q: Unidentified: One of the girls was talking about if someone turns in a litter of puppies, and they have a mom and dad at home. Is it possible to hand out flyers with low cost or free spay/neuter, like from Carol House or things like that. Would you be open to doing that? A: We could do something like that. Generally speaking there is not a lot of interest there. New Business: Request from Gateway Pet Guardians for 100 rabies vaccinations and 100 registrations. James Jacquot, Director of St. Clair County Animal Services advised the committee that he was in favor of the donation. Gateway Pet Guardian is having a clinic in East Saint Louis on October 22, 2016. Depending on where we are with money we have done this the last three or four years, with vaccines, registration, sometimes microchips. Motion by Steve Reeb to approve the donation. Mr. Trentman made a motion and second by Mr. Boch. Vote Yes 4 No 0 Motion passes. James Jacquot, advise the committee of the Adopt-A-Thon that was held on September 25, 2016, which turned out really well. We ended up adopting out eleven animals out of the twenty we took, which is very good. We had a very nice turnout; it was just a little warm. We were really pleased with the event. We are having our spay/neuter clinic on October 1, 2016 from 9:00am to 1:00p.m., it is a pre-registration only on this event. The second one of the year is always pre-registration only. Because the first one is always so big, we are limited on the amount of money we have. So by having a pre-registration we can control the numbers. Bob Trentman brought up the subject of wanting a spay/neuter clinic in East St. Louis. It seems like the majority of animals are coming from this area. I think we can pull it off somehow. I think it would be a good place to have one. The next time our budget is done let’s talk to Mark Kern. It only makes sense that we have one there. It is something to think about. James Jacquot advised the committee members of the As Is Adoption. For people who come into animal services and turn in an animal as a stray and are interested in adopting, we have created a form. The As Is Adoption would eliminate our quarantine period. = Page 3 = Page 4 – St. Clair County Animal Services (September 26, 2016) I have copies to give the committee members. Basically if someone comes in and turns in a stray and says they are interested in adopting, we would have the person fill out that form at that time. We would give them a copy of the form with a release date and make it their responsibility to contact us by 5:00p.m., on the release date. Rather than, us trying to chase them down. By doing it this way it shows they have interest to do so. Then we would fill out an adoption application, and go from there. MOTION to adjourn by Mr. Boch. Second by Mr. Trentman.
