Property &Recreation Committee Meeting Minutes March 21, 2016 The meeting was called to order by Chairman June Chartrand at 5:30 p.m. Roll Call was taken showing a quorum as follows: Members Present: Others Present: June Chartrand, Chairman Mark A. There were no Public Comments / Question at this Meeting. A motion was made by Mr. West and seconded by Mr. Mosley to approve the Meeting Minutes for February 22, 2016. Motion passed unanimously. Mrs. Krummrich gave the Revenue Report. The Report given out last month is consolidated with all the numbers in the top part of the year 2015 so basically when the years are done I just put a summary at the top of the work sheet. I copied the one from the meeting last time there was are still two weeks of expenses and revenue that did not get picked up we always record up to the day of the meeting so that number changed. This month so far from February 16, 2016 thru March 21, 2016 today we have not received our check that is not on the report. We have $19,090.37 and the cash balance as of today is $3,312,146.68 which is not on there. A motion was made by Mr. Mosley and seconded by Mr. Sharkey to approve the Revenue Report and place it on file. Motion passed unanimously. Mrs. Wren reported: ? Mr. Touchette: Reported the visits to the various park sites. If there are questions Mr. Touchette is here. You have a copy of the report in front of you. ? Silver Creek Preserve: Mr. Isbell reported on March 18, 2016 that all is well at Silver Creek Preserve with the exception of ruts which Mr. Touchette had also noted and provided photographs.You may pass these photos around. The ruts are worse than normal and it will have to be discussed on how to repair. = Page 1 = ? Trinity Services: Brandy of Mike Lowry’s Office at Trinity Services reported on March 18, 2016 that the residents are still doing clean up at Silver Creek Preserve two or three days a week as weather permits. ? Engelmann Farm: Mr. Touchette reported that there were several glass bottles broken at Engelmann. Also, it was reported that in front of the residence at Engelmann Farm it was nothing but mud and needed rock. Mr. Fields at the Highway Department was contacted and he is looking into getting some rock and spreading it where it is needed. ? St. Ellen Mine: There is nothing to report with the exception of huge amounts of trash being dumped at this location. Mr. Touchette said that it is open in that area and they are dumpinghuge tree limbs hot tubs in that ditch. Mrs. Chartrand asked what area is the dumping happening. He said it is where the people live all along Black Hills Drive. Chairman Kern said that the Sheriff’s Department should investigate and sometime they can find an address on a piece of mail or something. They just need to know we have security in our parks then we can catch who is dumping. Mr. Touchette said that most of the debris was already there before St. Clair County took over the park. Chairman Kern thinks that we should get it all cleaned up in that area. Mr. Touchette was asked to give Kevin McDaniel from Clean Sweep a call to clean up that area. ? St. Clair County Parks Grant Commission: The usual completion of projects, requests for extensions and payment of invoices for Cycles 21 and 22 have been processed during the month. Mr. Pruettsaid he has last year’s grain from St. Clair County to do the walking trail out at Engelmann so we are going to get the paper work ready for next meeting hopefully we will have a complete set of documents that we can go to Mr. Hughes and get the bids.He wants to get that done at the early part of the summer. I guess the other thing would be to have an idea for next year’s application. I do not think that they are out yet but they will be and it is always good to have it in the back of your mind an idea for the next one. A motion was made by Mr. West and seconded by Mr.Mosleyto approve the reports given by Mrs. Wren and Mr. Pruitt. Motion passed unanimously. Mrs. Chartrand said that we have two bids out we are going to need a motion for so the firstis for cameras at all the St. Clair County Parks. I am requesting reporting from the Sheriff’s Department about what they find on the cameras as they review them or make arrests if I have approval of the Committee to do that. Chairman Kern said that when you have instances like the ruts, arrests, vandalism or whatever we can go through the 24 hours of video. . We are not going to have someone watching the cameras we will use them to catch people doing the crimes. Mrs. Chartrand said that she mentioned the = Page 2 = second one the painting of St. Ellen Mine Restroom that we talked about three months ago. The weather has been so no painting could be done so now it is Spring we are doing to have bids out for that painting. A motion was made by Mr. Tiedemann and seconded by Mr. Mosley for camera bids for all the St. Clair County Parks and painting the St. Ellen Restroom. Motion passed unanimously. A motion by Mr. Sharkey and seconded by Mr. West to pay the annual $500.00 donation to Heartland Conservancy. Motion passed unanimously. A motion was made by Mr. Tiedemann and seconded by Mr. Sharkey to adjourn. Motion passed unanimously.
