TRANSPORTATION COMMITTEE MEETING MINUTES September 14, 2015 Themeeting of the Transportation Committee was called to order by Vice-ChairmanCrawford at 5:35 p.m. Monday,September 14, 2015. Members Present Also Present Marty Jim County Crawford Fields, Engineer Roy Mosley, Jr Rich Meile, Supt. of Maintenance Carol Clark Robert Trentman Mike O’Donnell. Excused Rick Vernier June Chartrand Mr. Crawfordpresented the minutes from the August 17, 2015 Regular Meeting. Motion was forwarded by Ms. Clarkseconded by Mr. Trentmanto approve the minutes as presented. All members present voted aye. Mr. Crawford asked if there were any comments on the agenda. None were heard. Mr. Crawford presented a resolution for an EngineeringService Agreement between St. Clair County and RhutaselAssociates Engineering, Inc. for Phase I and II associated with the proposed Section 15-16108-00-BR Probst Road Bridge Project. Mr. Fields outlined the service agreement agreement. Rhutasel will design and prepare the plans for the bridge project. Rhutasel will receive $32,775.00 plus an additional estimated cost-plus amount of $18,500.00. The construction will be funded with Township Bridge Funds. The project is located in Prairie Du Long Township. Mr. Fields asked if there were any questions. None were heard. Motion was forwarded by Mr. O’Donnell, seconded by Mr. Mosley to approve the resolution. All members present voted aye. Mr. Crawford presented a resolution for a funding agreement for Section 10-00354-01-PV, Bunkum Road. Mr. Fields outlined the funding agreement for the project. $3,500,000.00 will come fund the County Special Projects Fund, (Highway Bonds) and 3,734,000.00 will come from County Highway Funds. Mr. Fields asked if there were any questions. None were heard. Motion was forwarded by Mr. Mosley, seconded by Ms. Clark to approve the resolution. All members present voted aye. Mr. Fields presented maps and lists of the revised snow routes for the upcoming winter season. Due to the reduction of the work force at the garage, the Department will reduce the number of routes from 12 to 10. The Committee asked how this will affect the level of service provided by the Department. Mr. Meile stated that all snow events are different. In a normal event the Department should not be affected. It will be the major events that may result in a decrease in the level of service. Mr. Mosley asked how many people are we down from last year. Mr. Fields responded with 6. With the withholding of MFT funds by the State we will be forced to fund = Page 1 = the maintenance payroll with other funds, so the replacement at this time would be a financial strain. Mr. Mosley asked, what is the minimum number of new employees that is needed at the maintenance facility? After discussion among the Committee, Mr. Fields and Mr. Meile, it was determined that 2 additional drivers would allow for extra trucks to be deployed in a major event. Mr. Fields will meet with Chairman Kern and the County Administrator to discuss the findings of the Committee. Mr. Fields reminded the Committee that he will be attending the Fall Meeting of the Illinois Association of County Engineers from October 8 thru October 10.
