Upon a motion by Mr. West and a second by Mr. Hamilton the minutes from the September 11, 2013 Grants Committee meeting were approved unanimously. Upon a motion by Mr. Sharkey and a second by Mr. Hamilton the letter from the Grants Committee Chairman to the County Board Chairman transmitting the payroll and expense claims for the month of September, 2013 was approved unanimously. Upon a motion by Vice Chairman Vernier and a second by Mr. Sharkey the Check Register Summaries for the pay periods in the month of September, 2013 were approved unanimously to be placed on file. There were no questions concerning the Community Services Division report being placed on file. There were no questions concerning the Community Development Division report being placed on file. There were no questions concerning the Employment and Training Division report being placed on file. Upon a motion by Mr. Sharkey and a second by Mr. West, the Community Services, Community Development and Employment and Training Division reports were approved unanimously to be placed on file. = Page 1 = Resolutions Old Business New Business Cassandra Williams stated that IGD has to apply for the Community Services Block Grant (CSBG) on an annual basis; the Program Year 2014 application was in members’ packets. She explained that the Department of Commerce and Economic Opportunity (DCEO) now requires that grant applications be brought before the Grants Committee prior to being submitted to DCEO. Mrs. Williams stated that members will also see any grant modifications in the future; modifications could be monetary, persons served, scope of service. She added Chairman Kern will sign the grant application. Dr. Moore stated that the grant application will go to the Community Action Agency (CAA) Board on Friday. She reminded members that, by contract, St. Clair County is the administrator and fiscal agent for CSBG and all CAA programs. Mrs. Williams further explained that the Community Services Block Grant encompasses CSBG, Low Income Home Energy Assistance Program (LIHEAP), and Weatherization (WTX). June Chartrand asked if a motion needed to be made. Dr. Moore responded no; it was an informational item. Other Comments Vice Chairman Rick Vernier stated that at the last County Board meeting it came up several times about the timeliness of our resolutions. He questioned if that affected us in any way. Dr. Moore responded no. Vice Chairman Vernier responded that it had caught him off guard. Dr. Moore explained that after Grants Committee meetings, we send everything to Mikie Wren in the County Board office. She added that we are well ahead of the process. Ken Sharkey asked if anything had to be filed with the County Clerk. Dr. Moore responded that Mrs. Wren does that for us; we do not make that delivery. Dr. Moore stated IGD will be holding lotteries for the Rehabilitation Program and invited th members to participate. She further stated that the East St. Louis lottery is November 8 ; it will be held at the New Life Community Multi-Purpose Room; Pastor Granger’s Church. She explained that we have previously used that location for Brendon Kelly’s Amnesty Program. Dr. Moore expressed that it’s a prominent known location, near bus lines, and is very accessible. She passed out fliers to committee members and requested they distribute them liberally. Dr. Moore explained that IGD will also have a St. Clair County lottery. She invited members to participate in that lottery as well and noted that Chairman Kassly has previously participated in the East St. Louis drawing; and Mrs. Chartrand and Mr. West have previously participated in the St. Clair County drawing. Chris Anderson added that the St. Clair County Rehabilitation advertisement will most likely run in the Belleville News Democrat on th th November 12 and the East St. Louis Monitor on November 14 . Mrs. Anderson explained th nd that clients will be able to call in the week on November 18 – 22 and provide their address so a pre-application can be mailed to them. She added that we intend to hold the th St. Clair County lottery at IGD at 3 p.m. on December 17 ; we do not have a flier yet as we try to prevent confusion between the East St. Louis and St. Clair County lotteries.
