Sheriff Richard Watson called the meeting of the ETSB to order at 9:00a.m. on     October

8, 2013 in the ETSB Director’s Office, 101 South 1 Street, Belleville, IL.

Approval of Minutes   –   Sheriff Watson asked for approval of the minutes for the 
September 10, 2013 ETSB meeting.  A motion was made byGeorge Chanceand seconded 
by Michael Floore to approve the minutes.  The motion passed unanimously.

Attorney Report –  Attorney Kevin Kaufhold reported he has been working on 
financial authority information as well as confidentiality issues.  He also stated there 
was a T/C Legal Liability class sometime in November which could also be beneficial to 
interested board members. 
 
Report by Deputy Director:   
Items for Information:  
 
Deputy Director Marty Bausano reported on various outreach events she had attended 
as well as 9-1-1 educational items and 9-1-1 training kits that were distributed. 
Discussion also included a non-disclosure agreement sent to Intrado, a grant class

scheduled for October 17  and 18  and Telematics training information that had been 
distributed to all PSAP managers.

Deputy Director Bausano also reported on a partial 9-1-1 outage on October 3  at the 
Marissa Central Office which lasted from 3:30 p.m. until approximately 10:45 p.m.  The 
Knox box was manned until Frontier Telephone stated a fiber cut problem had been 
repaired. 
 
Director’s Report: 
Items for Information: 
 
Director William Gamblin reported 98% of the data has been loaded on the maps and is 
available to the T/Cs. He also stated data processing will be doing the installations to 
th
the van on Thursday, October 10 . 
 
Items for Action:   None 
 
Radio/Pager Report:  Herb Simmons gave an update on radio testing that is currently 
being done. 
 
Audit Trail, Surcharge Report and Fund Summary –    
 
A motion was made by Michael Floore and seconded byDonald Feherto approve the 
September 2013 Audit Trail, Surcharge Reports and August 2013 Fund Summary.  The 
motion passed unanimously. 
 
Public Comments:   None 
 
New Business:   None 
 
Executive Session  :    Possible property acquisition discussion and legal opinions 
discussion.

Sheriff Watson requested the Board go into Executive Session. 
On 10-8-13 at 9:13 a.m. a motion to go into Executive Session was made by Michael 
Floore and seconded by George Chance.  Motion passed unanimously. 
 
County Board member Ed Cockrell requested permission to attend the session.   
However, Attorney Kevin Kaufhold denied his request stating the session was for ETSB 
Board members and staff only.  Mr. Cockrell objected on behalf of the County. 
 
Present at the Executive Session were ETSB members, Richard Watson, Donald Feher, 
George Chance, Carol Clark, Michael Floore and Kevin Elbe.  Also present were 
Director William Gamblin, Deputy Director Marty Bausano, Attorney Kevin Kaufhold 
and Mary Muskopf. 
 
On 10-8-13 at 9:35 a.m. a motion for adjournment of Executive Session to go back to 
regular session was made by George Chance and seconded by Michael Floore.  Motion 
passed unanimously. 
 
Kevin Elbe made a motion to coordinate with the County on a purchase and the motion 
was seconded by Michael Floore.  Motion passed unanimously. 
 
Other Issues:        Herb Simmons stated the ISO issue has been taken care of. 
 
Adjournment –  At 9:38a.m. a motion to adjourn was made by Michael Flooreand 
seconded by Donald Feher. Motion passed unanimously.
