OFFICIAL MINUTES ST. CLAIR COUNTY ENFORCEMENT DECISION GROUP On May 14, 2013, the Enforcement Decision Group meeting was conducted at the St. Clair County Health Department. The meeting was called for the purpose of discussing current enforcement actions and trends in the solid waste program. APPROVAL OF MINUTES A motion was made by Nick Miller and seconded by Frank Heiligenstein that the minutes from the April 16, 2013 EDG meeting be approved. The motion carried. II. CLOSURE OF MEETING A motion was made by Frank Heiligenstein and seconded by Nick Miller that the portions of the meeting dealing with enforcement related action including existing and proposed administrative and civil enforcement for violations or potential violations of the Illinois Environmental Protection Act and/or its administrative regulations pursuant to 5 ILCS 120/2, Section 11 be closed. VOTE ON CLOSED SESSION ISSUES A motion was made by Nick Miller and seconded Frank Heiligenstein that the open dump sites discussed in closed session Section III Part B have been remediated and therefore closed to further enforcement. VIII. LANDFILL INSPECTIONS 1. Belleville/Bistate (04/01/13) Photographs presented from the last inspection conducted on April 1, 2013. The site appeared to be in good condition. The let downs have small trees growing in them and water was present. The tops were in good shape with little signs of erosion/settling. The roads were holding well. A few exposed areas will need to be addressed. At least a dozen gas vents were damaged and one vent is completely broken on the north side of the south mound. The leachate was full. No exposed trash, and no signs of methane gas migration detected. No apparent violations observed. 2. Belleville/BFI Compost (04/01/13) Photographs presented from the last inspection conducted on April 1, 2013. There are approximately 50 long windrows in various stages of decomposition, approximately 300 yards bulk logs, 250 yards pallets and 350 yards landscape waste. There were two loaders and the screener was operational. The compost had a woodsy smell not to be EDGArpil.doc/edg = Page 2 = OPEN MEETING MINUTES May 14, 2013 Page 3 considered foul or pungent. The logs were checked and no issues found. No apparent violations observed during the inspection. 3. Millstadt/Municipal (04/01/13) Photographs were presented from the last inspection conducted on April 1, 2013. Overall the site is in good condition. The vegetation is healthy for this time of year. All the slopes are gradual, but part of the trail on the south side has considerable wear. Accumulation of silt on the south walking trail was noted and tree roots were exposed. All refuse remains covered. No odors or methane gas migration was noted. No apparent violations were observed during the inspection. 4. Belleville/Municipal (04/08/13) Photographs were presented from the last inspection conducted on April 8, 2012. Overall the site is in good condition. The vegetation is healthy for this time of year. All refuse remains covered. No odors or methane gas migration was noted. No apparent violations were observed during the inspection. 5. Marissa/Cottonwood Hills (04/11/13) Photographs were presented from the last inspection conducted on April 11, 2013. Cottonwood Hills is averaging approximately 2,000 tons of municipal waste a day. The gas flare was visible/operational and the roads appear to be holding well considering the rain amounts. Two 836 compactors, one D-6, and tipper were operational in active area. The rock crusher was not operational on this day. Three dump trucks and excavator were working on the new cell. Dirt is being used as cover dirt in active area. No electronics, white goods, tires or yard waste observed in the active area. No violations observed during the inspection. 6. East St. Louis/Milam (04/23/13) Photographs presented from the last inspection conducted on April 23, 2013. The solidification pit was active on this day. No trucks were observed unloading at this time. The daily average intake of municipal waste this month is approximately 2,000 tons per day. No electronics, white goods, tires or yard waste observed in the active area. Two 836 compactors, two bulldozers, excavator and a few dump trucks and the tipper were in use on this day. The current height is about 600 feet, maximum is around 625 feet. Cover dirt was being placed on trash at maximum height for trash. There was a 40 yards of asbestos onsite. The roads were holding well. Construction continues on the new cell. The internal combustion flare was operational. No signs of leachate or gas migration observed. No apparent violations observed during the inspection. IX. COMMENTS Chris Cahnovsky stated 292 tons of tires were collected from the government only used tire collection in Dupo last month. Madison County will be conducting a government only used tire collection on May 16 & 17, 2013. Chris Cahnovsky informed the group of an enforcement case in Belleville. IEPA is recommending monitoring cameras as part of the restitution plan. Cameras will be divided out to St. Clair County and Madison County. EDGArpil.doc/edg = Page 3 = OPEN MEETING MINUTES May 14, 2013 Page 4 Chris Cahnovsky announced he will have an intern working on e-waste. Stockpiling of CRT’s have become an issue. India will take CRT’s for approximately two more years and China is getting more strict. OEM’s are not getting all the parts and are receiving mainly junk making it less beneficial for them. Chris Cahnovsky asked to receive the investigative reports from Environmental Protection on IEPA referral forms instead of on St. Clair County Health Department forms or email. Frank Heiligenstein informed the group of a hoarder that is going outside of the building with junk. Darren Fults environmental enforcement stats for April: 38 complaints issued 48 Environmental contacts made 40 violations brought into compliance Department: 12 Non-traffic complaints issued It should be noted the complaints issues reflect some of the cases from the Brooklyn detail.
