Property & Recreation Committee Meeting Minutes January 23, 2012 The meeting was called to order by Vice Chairman C. David Tiedemann, at 5:30 p.m. Roll Call was taken showing a quorum as follows: Members Present: Others Present: C. David Tiedemann, Vice Chairman Pamela Hogan, SCC Exec. Assist. Lonnie Mosley Norman Touchette, Manager, Foley Park Charles Scott el, Lee Schanu Woolpert Michael Crockett Chris Rhutasel Smith, John West Ted Horn B a a y r l b o r T Members Absent June Chartrand, Chairman - Excused Curtis - Jones Excused Mr. Tiedemann informed the Property & Recreation Committee that Chairman Ms. Chartrand’s mother died. The funeral will be held in Tennessee today. Flowers were sent to Ms. Chartrand on behalf of the County Board Members. There will probably be a collection from the County Board Members. * A motion to approve minutes was made by Mr. Mosley, an amendment to the motion was made by Mr. Crockett adding the Property & Recreation 2012 Meeting Schedule to the December 12, 2011 Meeting Minutes and seconded by Mr. West. The amendment to the Motion passed. Ms. Hogan passed out the Revenue Report in new format. If something is to be added or removed from the report please let her know. Mr. Tiedemann said that since the report is presented in a new format there will not be a motion needed to vote on it for approval, the committee will review it. Mr. Touchette reported: 1. 0n January 5, 2012 a grate at St. Ellen Park in the restroom was knocked out by someone. The grate is made of heavy steel in the permanent restroom and is built into a block wall. This will have to be repaired at some point. There are 3 ventilation grates in a row on each side and they are built into the block work. It will take masonry work to replace that. Ms. Hogan will refer this information to Public Building Commission. 2. A new sign is in place at St. Ellen Park this was put up to replace the one that was not legible. It says no motor vehicles. 3. December 15, 2011 the ruts are being made around the entrance to Silver Creek Preserve. Mr. Tiedemann said that Captain Johnson from the Sheriff Department and Mr. Isbell who locks up at Silver Creek were talking about putting something made of concrete out in the park. Ms. Hogan informed the committee that when vandalism happens at any St. Clair County Park a Police Report is filed. NOTE: The committee voted on this matter during the November 21, 2011 meeting. Wherein a motion was made * by Mr. Tiedemann and seconded by Mr. Mosley. Motion passed unanimously. Mr. Tiedemann reported about 3 years ago he wanted to put some lime stone boulders in front, about three lime stones on each side. Mr. Tiedemann thinks the lime stone boulders would look more natural for the preserve. The boulder is not moveable but to drive a steel pole it will have to be done again. Mr. Lee said that the city of Mascoutah has some large used utility poles that are extended across. Mr. Lee thinks you can get some pretty large utility poles. = Page 1 = Mr. Tiedemann thinks the used utility poles would not work because the wood will float out when the area is under water. Ms. Hogan will get estimates on boulders and bring them to the committee. The last time the issue of boulders were discussed the problem was the boulders were too large to handle and not being able to get a truck to deliver them to the park and set them in place. Mr. Tiedemann thinks that if a contract is signed with the quarry they will insure them. Once the blocks are put in place the Property & Recreation Committee will pay for them. Mr. Tiedemann asked Ms. Hogan to get estimates on (8) three ton rocks. They will be put where the steel posts are now at silver Creek Preserve. There will be 4 rocks on each side or five on one side and three on the other whichever works best. Mr. Touchette said that Foley Park opens February 15, 2012. He also wants to thank everyone that was involved with the Dam Project at Foley Park. The Project has been completed and it is fantastic. Scott Schanuel said that he started the investigation into the farming aspect of Engelmann Farm for this year which would also include early mowing and some minor repairs to some of the ditches that would let farmer have greater access to the farm. A general discussion with one of the farmers about how we would be proceeding with the public advertising process the farmer had some good thoughts that we need to consider. I have also talked with Tom Maziarz, Central Services and Public Building Commission who directed me back to Dan Maher to see about a sample proposal or advertising for bids. I will be working with Dan Maher. Mr. West asked if he was talking about the same mowing that was canceled before. Mr. Schanuel said that is the same mowing. There was a discussion on the farm land weed control and dirt removal. The mowing will possibly take place in about a year and a half. There is a tenant in the house at Engelmann Farm. Barb Taylor a Visitor attending the Property & Recreation Committee Meeting, reported that she had a walk on a serious hiking trail on the bluffs of an East St. Louis Park District property in Signal Hill, Centreville Township. For the last 90 years they have had ownership and it is beautiful landscape. There are nice little creeks that run through it. Ted Horn was on it yesterday and because we are trying to get community interest in it to restore it. The property now suffers from neglect. The location of the trail is in back of the park, There are about 22 acres and it has forced us to study the history. It is kind of interesting because there are no hard surface trails. Ms. Hogan stated that the CRP dollars were received back in October ($10,145.00) which is already included in the Property & Recreation Committee money. We have also received reimbursement for Phase I Engelmann Acquisition ($750,000.00) and Phase II Engelmann Acquisition ($375,000.00).
