County Jail The Jailer reports the prisoners for the period from August 24, 2011 through September 20, 2011, an average of 493 prisoners per day. The report of same will be placed on file in the County Board Office. Detention Home The total population of the Detention Home for the period from August 24, 2011 through September 20, 2011 was 241 children, 220 boys and 21 girls. The report of same will be placed on file in the County Board Office. This Miscellaneous Report will become a part of the County Board Meeting Minutes. A motion was made by Mr. Frank Heiligenstein, seconded by Mr. Roy Mosley Jr. that the Miscellaneous Reports be approved. Motion Carried by unanimous vote. # 8-a-1 ORDINANCE – NEW COMPREHENSIVE PLAN. ORDINANCE NO. _11-1050_ AN ORDINANCE OF THE ST. CLAIR COUNTY BOARD APPROVING A NEW COMPREHENSIVE PLAN FOR ST. CLAIR COUNTY, ILLINOIS WHEREAS, the County of St. Clair is authorized to develop a plan for the general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the County pursuant to 55 ILCS 5/5- 14001; and WHEREAS, the last Comprehensive Plan for St. Clair County, Illinois, was prepared and adopted in April 1991; and WHEREAS, the County of St. Clair has initiated the process of preparing a new Comprehensive Plan and has appointed the St. Clair County Regional Planning Commission to oversee the making of such a Plan; and WHEREAS, the St. Clair County Regional Planning Commission and the St. Clair County Economic Development/Steering Committee has worked with the County’s consultant and engaged the process of gathering the necessary information, holding public meetings, soliciting/obtaining public input, and ultimately holding a public hearing on August 17, 2011; and WHEREAS, the St. Clair County Regional Planning Commission has concluded and closed the public input process; and WHEREAS, the St. Clair County Regional Planning Commission has issued its report approving the Comprehensive Plan, in the form attached hereto and incorporated herein by reference (labeled Exhibit A), and has recommended such for adoption by the St. Clair County Board; and WHEREAS, the St. Clair County Board finds that the St. Clair County 2011 Comprehensive Plan (Exhibit A) establishes a logical and harmonious guidebook of land use, transportation, infrastructure, and economic development policies that will influence public and private decision making in St. Clair County; and WHEREAS, the St. Clair County Board finds that the St. Clair County 2011 Comprehensive Plan (Exhibit A) provides for the present and future needs of St. Clair County and the State of Illinois, and promotes the health, safety, morals, order, convenience, prosperity, efficiency, economy, and general welfare of St. Clair County. = Page 3 = NOW, THEREFORE, BE IT ORDAINED BY THE CHAIRMAN AND THE COUNTY BOARD OF ST. CLAIR COUNTY, ILLINOIS, THAT: Section 1: The foregoing recitals are hereby incorporated herein as findings of the St. Clair County Board. Section 2: The St. Clair County Board hereby approves and adopts the St. Clair County 2011 Comprehensive Plan, which plan is attached hereto and incorporated herein as Exhibit “A” as the current Comprehensive Plan for St. Clair County, Illinois. Section 3: The St. Clair County Board declares that the previous Comprehensive Plan of St. Clair County, Illinois, dated April 1991, is hereby no longer in effect and is replaced, in its entirety, with the St. Clair County 2011 Comprehensive Plan (Exhibit A) until further ordained by the St. Clair County Board; and Section 4: The St. Clair County Board directs the Department of Zoning to take all necessary and appropriate steps to implement the St. Clair County 2011 Comprehensive Plan. Section 5: Each section, paragraph, sentence, clause and provision of this Ordinance is severable, and if any such section, paragraph, sentence, clause or provision is held unconstitutional or invalid for any reason, such decision shall not affect the remainder of the Ordinance, nor any part thereof, other than that part affected by such decision. Section 6: This Ordinance shall be in full force and effect from and after its passage, approval and publication, as required by law. (Exhibit A on file in County Board Office.)
