Property & Recreation Committee Meeting Minutes July 19, 2010 The meeting was called to order by Chairman June Chartrand, at 5:31 p.m. Roll Call was taken showing a quorum as follows: Members Present: Others Present: June Chartrand, Chairman Pamela Hogan, Executive Assistant Lonnie Mosley Sid LeGrand, Rhutasel Charles Lee Ted Horn Thomas Baltz Dorlean Baltz Claire Prindable Tom Maziarz, Manager Central Services John West, County Board Member Members Absent: C. David Tiedemann, Vice Chairman - Excused Curtis Jones - Excused A motion was made by Mr. Lee and seconded by Mr. Mosley to approve the June 28, 2010 Special Meeting Minutes. Motion passed unanimously. The Revenue Reports were passed around by Ms. Hogan. Ms. Pamela Hogan commented on the Revenue Report indicating that Madison County collected approximately ($9,000.00) more that St. Clair County. The last time a difference like this one occurred it was in August, 2009 and the difference was less than ($1,000.00). A motion was made by Mr. Baltz and seconded by Ms. Prindable to approve the Revenue Report. Motion passed unanimously. Ms. Chartrand called for reports. Mr. LeGrand said he received an inquiry from Ms. Hogan about the restroom at Silver Creek Preserve. He did some research and found out that the designer that worked on that project is no longer with the company. Mr. LeGrand did make a telephone call to him and found that the restroom came from a standard design from IDNR. The restroom should be fully handicapped accessible, making it fully ADA compliant. If there is an issue regarding this please notify Mr. LeGrand and it will be checked out. Ms. Chartrand mentioned that Mr. Touchette’s wife was hospitalized today with some sort of heart problem which is why he is not present tonight. Ms. Chartrand asked Mr. Maziarz to give the ADA requirements for Foley Park. Mr. Tom Maziarz met with Mr. Dan Maher and Ms. Katie Stein, from Sitton Consulting which is the firm SCC has hired to evaluate and help comply with all the guidelines that have been recommended or imposed by ADA. A preliminary meeting was held to discuss the parks and Ms. Stein gave SCC a list of six items related to St. Ellen Mine Park, thirteen at Foley Park and four at Silver Creek. Three things were listed for Foley Park but the first two are liability issues. 1) The merry-go- round, Mr. Touchette recommended that it be removed and SCC agreed. 2) All barbeque grills at the different pavilions are rusted out and can be removed because people bring there own barbeque devices out to the park. In order for SCC to comply with the Justice Department we would have to do a lot of asphalt work just to get a path to those devices at each one of the pavilions. 3) The sand volley ball court that SCC put out there sometime = Page 1 = ago with a net and a couple of things, this will also be removed. What is needed now is the committee to approve taking the three items out so that Foley Park will be ADA compliant. Mr. Maziarz said that when they met with Ms. Stein they did go over the compliances for all of the parks. Even though St. Ellen Mine has six items they will all be taken care of with the exception of the signage. SCC has already put ADA portable toilets out there. We will also have to make sure that all the signage is off the doors and buildings. The signs will have to be raised they are too low. There is going to be a master plan to do all the signs at all the park facilities at the same time. Mr. Maziarz noted that a different type of picnic table will be purchased and put out at Foley Park that is Wheelchair accessible. The compliance schedule has been put together and SCC will have to address the things that are more current, the time on some things run two years, or one year. There are a few items that SCC has less than a year to become ADA compliant. We will have to take a before and after picture of each item and give them to Ms. Stein from Sitton Consulting and she attaches them to her main report that will be sent to the Justice Department. The ADA parking lots will have to be paved at the parks. There will also have to be a flat or paved surface to the pavilions we are looking at ($50,000.00 to $100,000.00) in cost. A motion was made by Mr. Mosley and seconded by Mr. Lee to approve removal of the (3) items to meet the ADA requirements at Foley Park 1) all barbecue grills at the pavilions, 2) one merry-go-round toy and 3) the sand volley ball court. Motion passed unanimously. A motion was made by Mr. Lee and seconded by Ms. Prindable to adjourn at 5:48 p.m. Motion passed unanimously.
