Brendan Kelly is the State's Attorney of St. Clair County, Illinois. A graduate of the University of Notre Dame and Saint Louis University School of Law, Kelly previously served as an Assistant State's Attorney prosecuting cases in the felony division, juvenile division, misdemeanor division, and child support enforcement division.
 
Kelly has had a wide range of experience with law enforcement. As a college student, Kelly volunteered with a non-profit group that worked with law enforcement combating child prostitution in Calgary, Canada.  During his military service as an officer in the United States Navy, Kelly conducted research on Israeli-Palestinian joint police patrols in the Middle East. As an Assistant State's Attorney, he served on the Illinois State Bar Association Criminal Justice Section Council. He was appointed by former Illinois Governor Pat Quinn to the Illinois Juvenile Justice Commission in 2013 and was recently appointed by Governor Bruce Rauner to the Illinois Criminal Justice and Sentencing Reform Commission. Kelly has also been named to the Attorney General's Sexual Assault Task Force.
 
As State's Attorney, Kelly established the Violent Crime Unit, through which the most heinous cases are pursued through vertical prosecution.  Kelly also opened the Tracy Fogarty Domestic Violence Unit under which domestic violence prosecutions have tripled.  Kelly, a former school board member, also has established the St. Clair County Juvenile Justice Council and Children’s Justice Division, and as result of feedback from the community has begun working closely with school districts to fight parent-caused truancy to keep kids from becoming felons.  Kelly has also established the Special Prosecutions Division and quadrupled the number of public corruption cases filed since he took office in 2010.   Kelly has also received an Illinois Mothers Against Drunk Driving Hero Award and was named Prosecutor of the Year by the Southern Illinois Law Enforcement Commission.  As State’s Attorney, Kelly serves as the Chairman of the St. Clair County Child Advocacy Center Board.  Kelly also serves on the board and the legislative affairs committee of the National District Attorneys Association, is the Fifth Appellate District representative on the Appellate Prosecutor Board of Governors, and is President of the Illinois State’s Attorney’s Association.  He also serves on the Board of Directors for Backstoppers.
 
He is married to his 6th grade classmate Joanne, and has two boys, Zac and Owen. Kelly became a St. Clair County resident in 1986 when his parents were stationed at Scott AFB.
