County Board - District 21

·         Organized the Freeburg Care Center in 1978 and currently serves on Board of Directors.
·         Owner and operator of Illinois Codification Services established in 1970.  Has worked statewide with 250 cities and counties districts editing and publishing codes of laws.
·         Has been the author of 45 zoning codes.
·         Chairman of the Freeburg, Smithton, Hecker Water Commission 1995 - 2011.
·         Publisher of Freeburg-Smithton Area Telephone Directory since 1976.
·         Received Distinguished Service Award from Jaycees in 1976.
·         Chaired the 1970 committee that built the first municipal swimming pool for Freeburg.
·         Recognized as Outstanding Chamber of Commerce member in 1978.
·         Recognized by Broad Hollow Grange for Community Service in 1978.
·         Recognized by Freeburg Masonic Lodge as Community Builder in 2011.
·         Past President of the Freeburg Chamber of Commerce.
·         In 1978 to present organized and eventually chaired the only taxpayers organization in St. Clair County: Citizens Federation of St. Clair Co. Inc.
·         Organized the Freeburg Historical Society in 1978 and served as editor of its quarterly newsletters for over 20 years.
·         Chaired the Freeburg Homecoming in 1965 at age 23.
·         Organized the Parish Council and Men’s Club for St. Joseph Church.
·         Parish Trustee and member of Parish Council since 1999.
·         Coordinated Church and School Endowment Funds for 10 years.
·         Frank X. has Master of Science Degree in Government, International Affairs and Public Administration.  He also attended St. Louis University Law School.
·         Wife - Georgia of 47 years - Retired church secretary for St. Joseph Catholic Church.
·         Taught Social Studies classes at Mascoutah and Belleville East High Schools for 30 years.
·         As a student at S.I.U. Carbondale was elected to Village Board at the age of 21 - youngest in Illinois at that time.
·         Member of Freeburg Park Board and coordinated the construction of 2 lighted ball parks.
·         Member of St. Clair County Board for 35 years.
·         Past President of the Southwestern Illinois Planning Commission (1993-1995).
·         Organized the first permanent Public Library for Freeburg in 1996.
·         Led effort to combine village and rural fire districts in 1960’s.
·         He is the fifth member of his family to serve on the County Board since 1896 for a total of 96 years.
·         President of the Illinois County Officials Association for 2012.
·         Past President of the Illinois Association of County Board Members - 2 years.
·         Writes articles for a state magazine.
