​The Community Development Group of the St. Clair County Intergovernmental Grants Department is responsible for administering several grant programs including those related to capital improvements, new home construction, homebuyer assistance and housing rehabilitation.
 
Community Development Group Programs and Services:
  
Public Facilities (Infrastructure) Improvements - This program provides funding for public facility-type projects such as water and sewer facilities, fire equipment and trucks and street, sidewalk or storm drainage improvements. In addition, the program offers funding for community centers and waste treatment facilities to communities in St. Clair County. For more information contact Christina Anderson at 825-3218 (canderson@co.st-clair.il.us). The application process is for local governmental entities only.
 
Homebuyer Assistance ProgramThis program provides funds for a down payment and closing costs to eligible clients to purchase homes in eligible areas of St. Clair County. Homebuyer counseling is required. For more information and required Housing Counseling, please contact Urban League, Brittney Johnson 314-506-5398 or 618-274-1150 x142. The Homebuyer Assistance Program is now accepting applications. For more information on the homebuyer program contact Monique York at 618-825-3226 (myork@co.st-clair.il.us)
 
Housing Rehabilitation Forgivable Loan Program  -  This program makes forgivable loans available to eligible low-income persons to rehabilitate single-family owner-occupied properties in participating St. Clair County communities. Funds must be used for corrections or repairs to interior/exterior systems that threaten the health or safety of the occupants. This includes electrical, plumbing, and heating systems, roofing, painting, windows, and doors. Residents should call 825-3209. The Housing Rehabilitation Forgivable Loan Program is currently NOT accepting applications.  
 
Housing Rehabilitation Loan Program - This program makes loans available to eligible low to moderate income persons to rehabilitate single-family owner occupied homes in participating St. Clair County communities. Up to $24,000 at 2.5 percent interest is available for a period of 10 years. Residents should call 825-3209. The Housing Rehabilitation Loan Program is now accepting applications.
 
The Housing Resource Center (HRC) is located at 19 Public Square, Suite 200 in Belleville. The center provides a centralized point of contact for all homeless persons in St. Clair County.
 
 
The center provides comprehensive services to the homeless through partnerships with St. Clair County public and non profit agencies. It serves as the first point of entry for the homeless to enter the Continuum of Care system. The Continuum of Care system is designed to provide all services that homeless persons may need including job training, job placement, shelter and support services.

Foreclosure Prevention Network - If you are at risk of foreclosure or are having trouble paying your mortgage, visit the Governor’s Illinois Foreclosure Prevention Network website at www.keepyourhomeillinois.org.  The Network is a FREE, one-stop resource that links homeowners to state agencies and non-profit organizations that offer services designed to keep people in their homes. This includes homeownership counseling or free legal advice offered by this agency as well as other help including temporary mortgage assistance.

Program Year 2015 CAPER 
St. Clair County's Community Development Block Grant (CDBG) and HOME Investment Partnerships Grant Consolidated Annual Performance Evaluation Report (CAPER) for  Program Year 2014 (October 1, 2013 to September 30, 2014).
 
The St. Clair County Consolidated Plan for Program Years 2015-2019 was approved by the U.S. Department of Housing and Urban Development (HUD) and is available to the public.
 
The St. Clair County Assessment of Fair Housing was submitted to HUD as part of the PY 2015-2019 Consolidated Plan and is available to the public.
 
The PY 2016 Annual Action Plan update to the PY 2015-2019 Consolidated Plan has been submitted to HUD and is available to the public at various locations listed in the Plan.
 
2016 NSP Quarterly Status Reports have been submitted to HUD and are available to the the public.
