NOTICE OF PUBLIC MEETINGS ON
PY2012 ANNUAL ACTION PLAN PUBLIC REVIEW AND COMMENT
St. Clair County Intergovernmental Grants Department, Community Development Division is in the process of preparing its Annual Action Plan for Program Year 2012. This plan is for the Community Development Block Grant (CDBG) and HOME Investment Partnership programs. We want to hear from you!
We would like public review and comment on a draft PY 2012 Plan, expected to be available the 2nd week of June, 2012. In Program Year 2012 (October 1st, 2012 through September 30th, 2013), St. Clair County and the City of Belleville expect to receive $1,695,758 for the CDBG program. St. Clair County will receive $610,037 for the HOME program.
The geographic area we serve includes St. Clair County, with the exception of Scott Air Force Base and the communities of Columbia, Collinsville and Madison.
Government laws and regulations require the County to spend these funds with the objectives of: benefiting low-moderate income persons; aiding in the prevention or elimination of slums and blight; or meeting other community development needs posing serious and immediate threats to the health and welfare of the community. The goals of the programs are to provide decent housing, establish and maintain stable living environments, and expand economic opportunities. The County is in the process of determining the needs to be addressed in the Annual Action Plan. Examples of needs that have been addressed in our previous Annual Action Plans are: improving public infrastructure; conserving and expanding the County’s housing stock; and strengthening economic development.
We would also appreciate your review and comment on a summary of Needs Determination Public Hearings, held in March, 2012 to determine the needs of low and low-moderate income persons, set annual goals, and plan how to best meet these goals with the funds available. Help us to serve you and your community better.

St. Clair County Program Year 2010 Consolidated Annual Performance Evaluation Report (CAPER)
St. Clair County submitted its Community Development Block Grant (CDBG) and HOME Investment Partnerships Grant entitlement programs Consolidated Annual Performance Evaluation Report (CAPER) for the Program Year 2010 to the U.S. Department of Housing and Urban Development (HUD) on December 21st, 2011.
Rental Housing Support Program
ST.CLAIR COUNTY has available a Rental Housing Support Program. This income-based affordable housing program will provide rent subsidies to eligible St. Clair County residents.Please call 825-3330, Monday through Friday, from 9:00 a.m. until 4:00 p.m. Walk-ins will not be served.
Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP) is accepting calls for appointments from the general public. Please call 618-257-9246 (8:30 until 4:00, Monday-Friday) for eligibility information or to make an appointment.
The Weatherization Program
The Weatherization Program is accepting calls for appointments. The Program provides low-income families with with a grant for labor, materials, and installation needed to reduce their energy costs by insulating and air-sealing their homes. This may also include minor furnace repairs. In the period of July 1st, 2010 through June 30, 2011, more than 600 households were helped by funding made available from this program. The St. Clair County Consolidated Plan for Program Years 2010-2014, and the Program Year 2011 Annual Action Plan are now available.
