The Intergovernmental Grants Department serves as an umbrella agency containing three divisions providing services to the public. (Community Development, Community Services and Employment and Training.) Some of the grants operated by each division include:

News St. Clair County Program Year 2010 Consolidated Annual Performance Evaluation Report (CAPER) St. Clair County intends to submit its Community Development Block Grant (CDBG) and HOME Investment Partnerships Grant entitlement programs Consolidated Annual Performance Evaluation Report (CAPER) for the Program Year 2010 to the U.S. Department of Housing and Urban Development (HUD) by December 28th, 2011. Rental Housing Support Program ST.CLAIR COUNTY has available a Rental Housing Support Program. This income-based affordable housing program will provide rent subsidies to eligible St. Clair County residents.Please call 825-3330, Monday through Friday, from 9:00 a.m. until 4:00 p.m. Walk-ins will not be served. Low Income Home Energy Assistance Program (LIHEAP) The Low Income Home Energy Assistance Program (LIHEAP) is accepting calls for appointments from the general public. Please call 618-257-9246 (8:30 until 4:00, Monday-Friday) for eligibility information or to make an appointment. The Weatherization Program The Weatherization Program is accepting calls for appointments. The Program provides low-income families with with a grant for labor, materials, and installation needed to reduce their energy costs by insulating and air-sealing their homes. This may also include minor furnace repairs. In the period of July 1st, 2010 through June 30, 2011, more than 600 households were helped by funding made available from this program. Modification to the local Five Year Title I-B plan for LWIA Employment & Training Division Public Notice - The Mid America Workforce Investment Board, in partnership with the Chief Local Elected Official for Local Workforce Investment Area (LWIA) 24, is submitting a modification to the local Five Year Title I-B plan for LWIA 24. LWIA 24 is comprised of Clinton, Monroe, Randolph, St. Clair and Washington Counties. 2010 - 2014 Consolidated Plan The St. Clair County Consolidated Plan for Program Years 2010-2014, and the Program Year 2011 Annual Action Plan are now available.
