
Patty Sprague - St. Clair County Auditor
The Auditor is considered the “Watch Dog” of St. Clair County. State laws require the auditor to obtain at least 20 hours of continuing professional education related to the operations of the auditor’s office each year. Various employees are also required to maintain up to date knowledge of governmental accounting issues.
The St. Clair County Auditor's Office consists of six employees; all of whom are highly trained and educated. In addition, two of these employees are Certified Public Accountants.
The Chief Deputy of the Auditor’s Office, Jackie Krummrich, possesses a Bachelor’s Degree in Accounting and is a Licensed Certified Public Accountant. She has been with the Auditor’s Office since 1990.
The main functions of the office include:
Devise and install a financial system that meets the needs of the various county offices and is in accordance with generally accepted principles of accounting for governmental bodies.
Audit all claims against the County and recommend payment or rejection to the County Board.
Submit monthly financial reports to the Board.
Audit the receipts that are presented for deposit with the County Treasurer.
Monthly balancing of County financials with the County Treasurer's investment system.
Maintain a continuous internal audit of the operations and financial records of the County.
Maintain a file of contracts entered into by the County.
Maintain and audit the inventory of real and personal property owned and under the control and management of the County.
Maintain and control federal, state and local grants entered into by the County.
Assist in the preparation of the financial worksheets and reports for the required annual audit performed by the outside auditors of the County. Effective fiscal year 2003 St. Clair County became GASB 34 (New Financial Reporting Model) compliant in the Annual Financial Audit.
